Start with the closest airports to Whitehall, MT:

BTM and BZN look like the best options. You could rent a car at the airport and drive either 26 miles or 53 miles to get to Whitehall. Now check for direct flights from Sacramento:

It looks like you probably need to take a connecting flight. You could start from SMF and end up at BTM or BZN. If you start from SFO, you'll probably do a similar connecting airport:
